What the First Dutch Five-Year Licence Renewals Mean for Online Casino Competition Through 2031

The Netherlands’ regulated online gambling market is entering its next five-year cycle. The first licences issued after the market opened in 2021 expire at the end of September 2026, and the first operators have now secured new licences running from October 2026 to September 2031.

For poker players, this is more than a regulatory milestone. The renewal process helps determine which established operators can keep offering regulated games in the Netherlands, potentially affecting the rooms, player pools and online options available over the next five years.

Why Follow-Up Licences Matter

Players comparing Dutch online gambling options might spend time looking at poker formats, tournaments, casino games or promotions. Someone exploring casino offers may compare different options online, while a guide to a no deposit bonus code can help explain how these particular offers work and what conditions may apply. But before comparing individual products, there is a more fundamental question: does the operator have permission to remain in the regulated market?

In the Netherlands, the answer is not determined by simply extending an existing licence. Operators reaching the end of their five-year term must apply for a new one. The Kansspelautoriteit (Ksa) has a separate application process for existing licence holders, but they still have to satisfy the requirements applying to the next licensing period.

The first eight follow-up licences have now been granted, including one to NSUS Malta Limited, the operator behind GG Poker. The new licences run until September 2031.

For poker players, that provides some useful clarity about continuity without suggesting that everything on a platform will remain the same for five years. Games, promotions and tournament schedules can still change.

Compliance History Becomes Part of the Picture

The renewal process also gives the Ksa an opportunity to look back at how operators behaved during their first licence period. Under rules effective from 1 January 2026, previous infringements can form part of the assessment. Existing operators may have to explain what they have done to correct past problems and how they intend to prevent them happening again.

The Ksa considers factors including the seriousness of previous conduct, the operator’s response and the time that has passed. An inadequate response can result in additional conditions or, potentially, refusal of an application.

That makes compliance relevant to competition in a way players may not immediately see from a poker lobby. Maintaining a presence in the market depends not only on attracting players but also on demonstrating that the business behind the room can continue meeting regulatory requirements.

The Kansspelautoriteit’s announcement of the first follow-up licences confirms that all eight successful applicants met the requirements, although some received additional points requiring attention.

Exit Planning Raises Expectations

The 2026 rules also require applicants to think about what happens if they eventually leave the Dutch market. An exit plan must explain how an operator would wind down its gambling offering and deal with matters such as player balances. This might sound like back-office administration, but it is relevant to anyone keeping money in an online poker or casino account.

For a poker room, an orderly departure involves more than removing cash games and tournaments from the lobby. Player balances, accounts, technical systems and communication all have to be considered. Requiring operators to plan for that scenario before receiving a licence raises the operational bar for businesses entering or remaining in the Dutch market.

Protection Duties Shape Product Competition

Renewal assessments go beyond previous enforcement issues. Existing licence holders are reassessed in areas including addiction-prevention policy and advertising, while applicants must also meet requirements relating to anti-money-laundering risk analysis.

Those obligations can influence competition without being especially visible to players. A poker room can have a busy tournament calendar and attractive game selection, but maintaining regulated access for another five-year period also requires the systems and processes behind those products to meet Dutch rules.

The live and regulated online markets are separate, but both contribute to the options available to Dutch poker players.

What Players Can Usefully Compare

A new five-year licence does not mean a poker room will look exactly the same in 2031 as it does in 2026. Tournament schedules can change. Cash-game traffic can move between stakes and formats. Casino promotions and bonuses can be revised or removed. A licence therefore should not be treated as a guarantee about individual products.

What it does establish is that an operator has passed the assessment required to continue offering regulated online gambling during the new licensing period.

For poker players comparing rooms, that regulatory position can sit alongside the more familiar questions: Which games are running? What tournament formats are available? How active are the tables? What does the schedule look like?

The first Dutch renewals provide an early answer to one part of that checklist. As more applications are decided, players should get a clearer view of which established operators will form part of the regulated Dutch poker and casino market through 2031.
